Ugh, is that Tarte exposed? Mine does that all the time. It's from oils on your face and/or brush. It's referred to as hard pan. Try a spoolie/clean mascara brush to scrape off the hard layer.

Yall keep in mind that tarte has recently reformulated their blushes and ive been seeing people say they’re chalkier and aren’t as good as they used to be.
Tarte gets hard pan like this so easily. My Amazonian Clay bronzer from them has this issue constantly. Just take some tape and lightly press it down over the product, and pull that top hardened layer off. It’s just oils soaking in the top of the product.
